Fernanda Carrasco
Fernanda Elena San Martín Carrasco is the Director of the International Panel of Parliamentarians for Freedom of Religion or Belief (IPPFoRB), a global parliamentary network dedicated to advancing freedom of religion or belief through legislative leadership, dialogue, and international cooperation. Based in Oslo, Norway. She is a lawyer by training, holding an honors degree in Law from Universidad Complutense de Madrid and Université Paris 1 Panthéon‑Sorbonne, where she also completed a master's in law in Legal English.
Her areas of expertise include freedom of religion or belief, gender equality, human rights, women’s rights, democratic governance, and the political participation of women, with particular focus on violence and harassment in political life.
Fernanda brings extensive experience from both legislative leadership and international public policy. She served as a Member of the Bolivian Parliament and was elected Chair of the Committee on Gender Rights of the Chamber of Deputies. In this role, she played a key part in advancing gender equality, addressing violence and political harassment against women, and strengthening democratic participation and institutional accountability.
Within IPPFoRB, Fernanda has held several senior leadership roles, including member of the Steering Group and later Project Manager for Latin America, before assuming her current position as Director. She has contributed to the strategic development of parliamentary academies, regional networks, and international advocacy initiatives focused on freedom of religion or belief and its intersection with other human rights.
